The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic Education Programme Development Manager who will be responsible for design, development, and implementation of the Education programme. The NRC’s Education Programme in Venezuela aims to empower Children, Adolescents, and their families affected by violence and displacement to achieve self-reliance through access, well-being, and educational retention, supported by the promotion of rights and community participation amidst the crisis. Our operational approach is defined as follows: First line response, Non-formal education and Support for formal education. 

Duties and responsibilities

  • Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups. 
  • Ensure alignment with the NRC Global and LARO Regional Education Development Strategy and contribute to the Education Core Competency Global/Regional tools, guidelines, policy and research studies on relevant thematic topics. 
  • Overall responsibility for technical direction, effective and efficient management of the Education projects consistent with the NRC project management cycle (including reporting to the desired quality and standard) to ensure effective implementation (on time, on track, on budget). 
  • Ensure appropriate financial and logistical NRC systems/procedures are adhered to within the Education team. 
  • Ensure timely and accurate development and submission of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.

Qualifications

  • University Degree in Educational Sciences (Pedagogy) or Social Sciences (Sociology, Anthropology, etc.). Preferably with a Postgraduate Diploma and/or master’s degree in social sciences, Humanitarian Affairs or Project Management, or related fields. 
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context. 
  • Experience from working in complex and volatile contexts. 
  • Technical Education expertise 
  • Documented results related to the position’s responsibilities. 
  • Knowledge about own leadership skills/profile  
  • Fluency in Spanish and English both written and verbal highly recommended

 

Personal qualities

  • Professional experience in education programming
  • Experience working with populations with different types of vulnerability, victims of conflict, violence, among others, 
  • Experience in budget management. 
  • Experience with technical report writing. 
  • Willingness to travel in the states and areas where NRC has a presence and to spend the night in the field.

  • Duty station: Caracas, Venezuela
  • Contract: national contract, 6 months , extendable
  • Travel: up to 40% 
  • Salary/benefits: grade 9 on NRC’s regional salary scale, with accompanying terms and conditions
