The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic Protection from Violence Programme Development Manager who will be responsible for  design, development, and implementation of the Protection from Violence programme. The NRC’s Protection from Violence programme help to ensure displaced people and communities are protected, by preventing and responding to violence, coercion, and actions taken by others to deny them their rights. The placeholder will support the development and implementation of Protection from Violence assessments and/or the integration of Protection from Violence questions in the assessments of other core competencies or area-level assessments to inform programme development and advocacy strategies.

Duties and responsibilities

  • Lead the development of high-quality proposals and budgets for new projects or extensions in close collaboration with the Area Managers. 
  • Ensure solid M&E framework for Protection from Violence activities is in place, contribute to development of analytical tools to measure impact both at outputs and outcomes level, promote Protection from Violence Staff capacity building on M&E standards and analysis of quantitative and qualitative data. 
  • Responsible for the effective management of PfV projects, ensuring alignment with the NRC project management cycle. This includes maintaining high standards and quality in reporting to guarantee timely, on-track, and on-budget implementation.
  • Ensure appropriate financial and logistical NRC systems/procedures are adhered to within the PfV team.
  • Ensure timely and accurate development and submission of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.
  • Closely coordinate with all CCs on cross-thematic areas to maximize programme impact and promote integrated responses and collective protection outcomes. 

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts.
  • Technical protection expertise 
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile 
  • Fluency in Spanish and English both written and verbal highly recommended
  • University Degree in social sciences, social work, psychology, protection, or related fields. 
  • Professional experience in protection programming
  • Experience working with population with different types of vulnerability, victims of conflict, violence, among others,
  • Experience in budget management. 
  • Experience with technical report writing.
  • Willingness to travel in the states and areas where NRC has a presence and to spend the night in the field.

We can offer

Duty station: San Fernando or Puerto Ordaz, Venezuela
Contract: national contract, 6 months , extendable
Travel: up to 40% 
Salary/benefits: grade 9 on NRC’s regional salary scale, with accompanying terms and conditions
